Summary

Amends the Rural Electrification Act of 1936, the Regional Rail Reorganization Act of 1973, and the Federal Financing Bank Act of 1973 to include within the unified budget for fiscal year 1983 specified items that would otherwise be left out.

States that all transactions of the Postal Service Fund and of the United States Synthetic Fuels Corporation shall be included in such budget.
