Amends the Merchant Marine Act, 1936, to allow the use of gambling devices aboard oceangoing passenger vessels. Requires ten percent of the gross receipts of such gambling operations to be deposited in a special reserve fund.
Directs the Secretary of Transportation to prescribe regulations to carry out the purposes of this Act.
