Amends title IV (National Research Institutes) of the Public Health Service Act to establish a National Institute on Arthritis and Musculoskeletal Diseases. Sets forth the Institute's research and training functions and arthritis and musculoskeletal diseases program plan.
Authorizes the Secretary of Health and Human Services, acting through the Institute, to operate multipurpose arthritis and musculoskeletal disease research centers. Requires annual evaluations of such centers. Authorizes specified appropriations for such centers for fiscal years 1983 through 1985.
Directs the Secretary to establish an arthritis and musculoskeletal disease Coordinating Committee, which shall meet at least four times a year.
