Expresses the sense of Congress that the spread of international terrorism poses a danger for world peace and U.S. security and that the United States should ensure that no U.S. citizen is acting in the service of terrorism.
Directs the President to report to the Speaker of the House of Representatives and the chairman of the Senate Foreign Relations Committee on legislative and administrative remedies and alternatives and enforcement resources necessary to prevent the support of terrorism by U.S. citizens.
