Amends title XVI (Supplemental Security Income) of the Social Security Act to provide for the payment of attorneys' fees when a claimant is successful in a claim for past-due benefits. States that the fee shall come out of such past-due benefits. Makes the award on the same basis as is presently provided for under title II (Old Age, Survivors and Disability Insurance) of the Act.
