Directs each Federal agency to submit to the Director of the Office of Management and Budget a list of all persons employed by the agency who were involuntarily separated from service after October 1, 1981, excluding persons removed because of misconduct, delinquency, or inefficiency. Requires the submission of such a list within 60 days after enactment of this Act and annually thereafter.
Requires the Director to publish compilations of such lists in the Federal Register and to distribute them to each agency.
Prohibits an agency from appointing anyone other than an individual already serving the agency to a position if there is a qualified individual on such compilation.
