A bill to amend the Federal Property and Administrative Services Act of 1949 to prohibit Federal agencies from vending telecommunications and automatic data processing services, and for other purposes.

Amends the Federal Property and Administrative Services Act of 1949 to prohibit Federal agencies from providing data processing or telecommunications services to any person other than another Federal agency, unless such services are used: (1) pursuant to a specific statutory requirement or executive order; or (2) to provide the public information concerning agency records or the conduct of governmental affairs.
