Prohibits foreign vessels from processing fish in the internal waters of any State, except as allowed by a State management plan approved by the Secretary of Commerce.
Authorizes the Governor of any State to submit a State management plan to the Secretary for approval. Sets forth timetables and procedures for the approval or disapproval of such plans.
Allows the Secretary, after notifying the appropriate Regional Fishery Management Council, to issue permits for the use of foreign vessels for the processing of fish in the internal waters of a State.
Describes enforcement provisions and penalties for violations of this Act.
Grants exclusive jurisdiction over any case arising under this Act to the district courts of the United States.
