A bill to amend title 5, United States Code, to provide for payments of interest to annuitants and recipients of workers' compensation in cases in which adjustments to their annuity or compensation payments are not made in a timely manner, as required under such title.

Entitles civil service annuitants to receive: (1) a lump sum payment of any amount by which the monthly annuity to which they are entitled exceeds the initial estimated annuity they are paid; and (2) interest on such payment if not paid by a specified date.

Entitles Federal employees who are eligible for a cost of living increase in workers' compensation as of March 1 to receive: (1) a lump sum payment for the amount of any such increase not included in compensation paid after March 1; and (2) interest on such payment if not paid before April 1.
