National Commission on Down Syndrome Act - Directs the Secretary of Health and Human Services, in consultation with the Director of the National Institutes of Health, the President's Committee on Mental Retardation, and other concerned organizations, to establish a National Commission on Down Syndrome to formulate a long-range plan for the study, prevention, and treatment of Down Syndrome.
Requires a final report to the President and the Congress within 12 months after the Commission is organized. Requires the Secretary to submit a related budget analysis to specified congressional committees. Terminates the Commission three months after submission of the final report.
Authorizes specified appropriations.
