A bill to amend the Congressional Budget Act of 1974 to provide that neither the House of Representatives nor the Senate may consider any concurrent resolution on the budget in which outlays exceed revenues for any fiscal year if the statutory limit on the public debt exceeds one trillion dollars.
Public Debt Control Act - Amends the Congressional Budget Act of 1974 to make it out of order in either the House of Representatives or the Senate, whenever the statutory limit on the public debt is in excess of $1,000,000,000,000, to consider any concurrent resolution on the budget unless the level of Federal revenues set forth in such resolution equals or exceeds the level of total budget outlays set forth in such resolution for the fiscal year to which the concurrent resolution applies.
