A bill to provide land-grant status for the College of Agriculture and Mechanic Arts of the University of Puerto Rico, and for other purposes.

Declares that the College of Agriculture and Mechanic Arts of the University of Puerto Rico shall be considered a land-grant college established for the benefit of agriculture and mechanic arts in accordance with specified provisions of Federal law.

Authorizes the appropriation of a specified amount of money to Puerto Rico in lieu of donations of public land or land scrip for the endowment and maintenance of such colleges.
