Amends the Immigration and Nationality Act to waive the visa requirement for qualifying tourist or business visitors from countries extending reciprocal privileges to U.S. citizens.
Makes permanent resident adjustment and nonimmigrant change of classification provisions inapplicable to such persons.
Makes transporters guarantee and be responsible for returning such persons to their countries. Sets fines for defaulting transporters.
