A bill to amend the Communications Act of 1934 to provide that persons shall be eligible to be licensed as broadcasting station operators under such Act regardless of whether they are citizens or nationals of the United States.

Amends the Communications Act of 1934 to authorize the Federal Communications Commission (FCC) to issue broadcast station operators' licenses to persons other than U.S. citizens or nationals. Prohibits the FCC from requiring such a licensee to be a U.S. citizen or national.
