A bill to repeal section 2(c) of the Mineral Lands Leasing Act of 1920, relating to the prohibition against railroads leasing certain public lands for coal development, and for other purposes.
Railroad Land Grant Development Act of 1981 - Amends the Mineral Leasing Act of 1920 to repeal the limitation on the acquisition of a coal lease or permit by a railroad.
Requires a railroad leasing public lands adjacent to grant lands held by the railroad to annually determine its net revenues from resource development and to use at least 33 1/3 percent of such revenues for the operation and maintenance of the railroad, and of that 33 1/3 percent at least 33 1/3 percent must be used to operate and maintain railroad branchlines.
