Amends Federal law to authorize the Attorney General (currently, the appropriate district court) to designate a United States attorney or a United States marshal, as the case may be, to fill a vacancy in such offices for a specified time.
Prohibits the Attorney General from designating for either position a person whose nomination by the President was rejected by the Senate.
