Amends current law creating a Federal cause of action for civil rights violations under color of State law to restrict actions seeking relief from conditions of imprisonment pursuant to State criminal law.
Prohibits the granting of relief in any such action if the plaintiff failed to exhaust all State remedies or received an adverse ruling on claims being presented from a State court in a fair proceeding.
