A bill to amend the Trade Act of 1974 in order to authorize the President to respond to foreign practices which unfairly discriminate against United States investment abroad.

Amends the Trade Act of 1974 to authorize the President to restrict direct investment in the United States by a foreign country, its nationals or citizens, or by persons organized under its laws if the President determines such action is necessary to enforce U.S. rights under a trade agreement with such country.
