Establishes the National Commission for the Utilization and Expansion of Language Resources, to be composed of ten members to be appointed by the President and the Secretary of Education. Sets forth the functions and powers of the Commission.
Requires that the Commission submit an annual report of the results of its program to the Congress and the President.
