A bill to vest in the Secretary of the Treasury all functions relating to the examination and supervision of federally insured banks.
Banking Act of 1981 - Title I: General Provisions - Transfers to the Secretary of the Treasury: (1) all the functions of the Comptroller of the Currency and his Bureau; (2) all bank examining and supervisory functions of the Federal Reserve Board (except those relating to the 12 Federal Reserve banks); and (3) all functions, officers, and employees of the Federal Deposit Insurance Corporation.
Requests the President to place employees of the Federal Reserve Board in the classified service.
Title II: Transitional Provisions - Keeps existing rules and regulations of the transfered agencies in effect. Sets forth procedures for the transfer of records, property and personnel.
Title III: Conforming Amendments - Makes conforming amendments to title 12 of the United States Code, the Internal Revenue Code, the Federal Reserve Act, the Bank Holding Company Act of 1956, the Federal Deposit Insurance Act, and other laws.
