A bill to amend title II of the Social Security Act to provide for the elimination of statutory minimum benefits under such title with respect to only those individuals first becoming eligible for such benefits after December 1981, and for other purposes.

Repeals provisions of the Omnibus Budget Reconciliation Act of 1981 which eliminate the minimum monthly social security benefit under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Amends title II of the Social Security Act to eliminate the minimum monthly social security benefit for individuals who first become entitled to social security benefits after December 1981.
