Amends the Tariff Schedules of the United States to reduce the tariff on caffeine from nine percent ad valorem to five and four-tenths percent ad valorem. Makes such reduction or a lesser reduction effective for goods entered or withdrawn from warehouse before enactment of this Act, under specified conditions. Sets forth a schedule for further reducing the tariff annually until by January 1, 1987, it is three and six-tenths percent ad valorem.
