Directs the United States Postal Service to provide and sell a postage stamp issue to honor all American servicemen and civilians still unaccounted for as a result of the conflict in Indochina.
Provides that such postage stamp shall be of such denomination, and shall be sold for such a time, as the United States Postal Service shall determine.
