Corrections Construction and Program Development Act of 1981 - Authorizes the Secretary of Commerce to make grants to State and local governments for up to 75 percent of the cost of projects to: (1) acquire, construct, or improve correctional facilities; or (2) improve programs and practices in correctional facilities. Authorizes appropriations for such purposes.
