Modifies the navigational project at Mamaroneck Harbor, New York, relating to the Federal share of specified costs of disposing of dredged material.

Directs the Secretary of the Army, acting through the Chief of Engineers, to refund any amounts contributed by non-Federal public interests prior to the date of enactment of this Act for such disposal costs.
