A bill to provide compensation for certain injuries caused and certain costs incurred in connection with actions taken by the United States, States, and units of local government for the purpose of eradicating the Mediterranean fruit fly; and to provide for a deductible loss of such injuries and costs.
Mediterranean Fruit Fly Control Compensation Act of 1981 - Declares that the United States shall be liable for: (1) injuries to persons and property and costs incurred by businesses caused by any action taken by the Federal Government or a State or local government to eradicate the Mediterranean fruit fly; and (2) costs to State and local governments to carry out any such action directed by the Federal Government. Treats any claim arising under this Act as a tort claim arising from an act of an employee of the Department of Agriculture.
Amends the Internal Revenue Code to allow as a deductible loss any uncompensated injury to a person or property or cost to a business caused by such an action.
