A bill to deauthorize the construction of the irrigation project for the Oahe unit, James division, Missouri River Basin project in South Dakota, and for other purposes.

Deauthorizes the construction of the initial stage Oahe unit, South Dakota, irrigation project as part of the Pick-Sloan Missouri River Basin program. Directs the Secretary of the Interior to submit to Congress' recommendations for the disposition of those Oahe unit works and related property already acquired and, after 60 days, to proceed with such disposition.

Expresses the sense of Congress that the United States should honor its commitments to South Dakota for support of water development.
