Directs the United States Postal Service to provide and sell a postage stamp issue to honor American servicemen and women who have been prisoners of war or missing in action as a result of their service during military conflict.
Provides that such postage stamp shall be of such denomination and shall be sold for such a time as the United States Postal Service shall determine.
