A bill to amend the Federal Mine Safety and Health Act of 1977 to provide that the provisions of such Act shall not apply to sand, gravel, and surface stone mining operations, shell dredging operations, and certain other mining operations.

Amends the Federal Mine Safety and Health Act of 1977 to provide that the provisions of such Act shall not apply to any shell dredging operation or any sand, gravel, surface stone, surface clay, colloidal phosphate or surface limestone mining operation.
