Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to decrease to 50 the entitlement age for otherwise qualified women to receive widow's insurance benefits. Eliminates actuarial reduction and disability requirements by directing that an individual shall be entitled to a widow's insurance benefit each month, beginning with the first month in which she becomes entitled to such insurance benefits and ending with the month preceding the first month in which any of the following occurs: she remarries, dies, or becomes entitled to an old-age benefit equal to or exceeding the primary insurance amount of her deceased husband.
