A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to extend the authority of the Mayor to accept certain interim loans from the United States and to extend the authority of the Secretary of the Treasury to make such loans.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to extend the interim loan authority of the Mayor of the District of Columbia to October 1, 1982, or the date of enactment of the fiscal year 1983 appropriation Act for the District, whichever is later.

Authorizes appropriations for such loans for fiscal years 1982-1984. Limits the amount the United States is authorized to spend for such loans.
