A bill to promote the financial stability of depository institutions.

Amends the Federal Deposit Insurance Act and the National Housing Act to permit the Federal Deposit Insurance Corporation, if it determines that an insured bank is experiencing a financial emergency, to authorize: (1) an insured bank to merge or consolidate with, or to transfer its assets and liabilities to, any other insured bank; or (2) any company to acquire control of such insured bank or to acquire the assets or assume the liabilities of such insured bank.

Requires the prior approval of the Board of Governors of the Federal Reserve System for any transaction which is authorized by this Act and which involves a commercial bank or a bank holding company.
