Amends the Poultry Products Inspection Act to increase the number of turkeys which may be slaughtered and processed without inspection under such Act. Authorizes the Secretary of Agriculture to grant an exemption beyond such increase if the exemption will not impede the purposes of the Act. Makes such slaughtering provisions inapplicable to farmowners who slaughter not more than 1,000 poultry (currently 250 poultry) during a calendar year.
