A bill to amend and revise provisions of the Internal Revenue Code of 1954 relating to the targeted jobs tax credit.

Amends the Internal Revenue Code to extend until December 31, 1984, the authority for the targeted jobs income tax credit.

Requires that certification of economically disadvantaged youth be made within 90 days of the hiring date of the individual.

Qualifies all Vietnam-era veterans for the job credit.
