Entitles an air traffic controller to training if such controller: (1) is not a supervisor; (2) has completed at least eight years of service; (3) is not eligible for immediate retirement; (4) notifies the appropriate review board of any intention to apply for training; (5) submits an application which sets forth a proposed training program and includes a physician's certification that such employee is suited for training; (6) notifies the Secretary of an intention to participate in an approved training program; and (7) is to be removed from duty by the Secretary of Transportation because of medical disqualification, inability to maintain technical proficiency, or physical or mental health requirements.
Directs the Secretary to: (1) designate Department of Transportation employees as regional career counselors who shall assist controllers in developing training programs; and (2) establish regional review boards to consider applications for training and evaluate training programs to determine whether such programs will result in successful training and job placement. Prohibits such a board from approving any program the duration of which exceeds two years.
Requires that a controller, on request, receive assistance in being placed in a vacant position in another agency upon completion of training.
Requires the Secretary to reimburse a controller for the expenses of approved training.
