Real Property Tax Compensation Act of 1981 - Directs the Secretary of the Treasury to make payments to State and local governments in compensation for the loss of real property tax revenues resulting from the location of tax-exempt real property (owned or occupied by representatives of a foreign country or international organization) within such States or localities. Sets forth eligibility requirements for such payments.
