A bill to amend title II of the Social Security Act to provide that social security benefits to which an inmate of a State penal institution or State hospital is otherwise entitled may be paid directly to the State as reimbursement for costs incurred in the care of such inmate during his or her imprisonment or confinement, if the State law requires inmates in such institutions or hospitals to make reimbursement for such costs.
