Amends the Omnibus Crime Control Act of 1970 to revise the mandatory penalties for using or carrying a firearm during commission of a Federal felony.
Extends to first offenders the stipulations, currently available only to second offenders, that the court not suspend any sentence, grant probation, or impose concurrent sentences. Prohibits the granting of parole to any offender.
Subjects to a mandatory penalty of two to ten years' imprisonment any dealer who transfers a firearm in violation of any Federal law to an individual who commits an offense punishable by imprisonment for more than one year with that firearm.
