Adds the South Africa Investment Prohibition Act as a new title to the President's war powers authority. Directs the President to issue regulations prohibiting U.S. investment in South Africa. Directs the President to establish mechanisms to monitor compliance with such regulations.
Sets forth penalties for violations of such prohibition.
Terminates such prohibition after the President submits to Congress a determination that South Africa has made progress toward full participation by all South Africans in the life of that country and toward an end to discrimination, unless Congress adopts a resolution disapproving such determination.
