A bill to authorize the President to establish a National Security Oil and Gas Reserve, consisting of undeveloped public lands (including coastal zones) owned or controlled by the United States, to ensure that the Nation has adequate oil and natural gas resources available to it during times of national emergencies.
National Security Oil and Gas Reserve Act - Directs the President to designate, as part of a National Security Gas and Oil Reserve, public lands (including coastal zones) with sufficient undeveloped oil and natural gas supplies to adequately supply energy in times of war or prolonged oil and natural gas shortages.
