Amends the Merchant Marine Act, 1920, to suspend regulations prohibiting the transportation of forest products to the east and gulf coasts of the United States and to the Commonwealth of Puerto Rico from any ports on the west coast of the United States in vessels neither built in nor documented under the laws of the U.S. Allows such vessels to be used whenever the Secretary of Commerce determines that domestic vessels are unavailable for such transportation.
Specifies conditions under which such suspension shall terminate.
