A bill to establish an award to be made annually by the President to the amateur athlete who best represents the ideals symbolized by the life and career of former world heavyweight boxing champion Joe Louis.

Establishes the "Joe Louis Memorial Award." Requests the President to present the award, annually, to an athlete who best represents the fairness, courage, and determination symbolized by the former boxing champion.

Authorizes appropriations.
