Transfers to the Secretary of the Army all functions, powers, and duties of the Secretary of Transportation and other officers and offices of the Department of Transportation concerning: (1) water vessel anchorages; (2) drawbridge operating regulations; (3) obstructive bridges; (4) the reasonableness of tolls; (5) the location and clearances of bridges and causeways in the navigable waters of the United States; (6) the establishment, maintenance, and operation of aids to navigation (except long-range electronic aids); and (7) the establishment, maintenance, and operation of icebreaking facilities that are in, or adjacent to, the United States (excluding Alaska and Hawaii).
Provides that all orders, determinations, rules, and regulations that have been issued by the Department of Transportation concerning such functions shall continue in effect. Directs that all suits, actions, and proceedings commenced before the enactment of this Act shall not be affected. Requires the Secretary of the Army to continue all suits concerning the functions transferred by this Act.
