Establishes the National Agricultural Cost of Production Standards Review Board. Sets forth the functions and membership provisions of such Board. Requires annual reports to be submitted to the appropriate Congressional committees. States that the authority provided in this Act shall apply to the 1982 - 1985 crop years.
Authorizes necessary appropriations.
