Directs the Secretary of Health and Human Services to arrange for the conduct of an epidemiological study of the long-term health effects in humans from exposure to dioxins produced during manufacture of phenoxy herbicides, including Agent Orange. Requires such study to give particular attention to Vietnam veterans.
Directs the Secretary to request the National Academy of Sciences to design and analyze the data from such a study or, if the Academy refuses, another appropriate public or nonprofit entity.
Requires the Secretary to report to Congress on such study.
Stipulates that such study shall be conducted in lieu of the study authorized by Public Law 96-151.
