A bill to prohibit the conversion of civilian or industrial type functions of the Department of Defense from performance by civilian employees to performance by contractors when such conversion would have a significant adverse effect on defense readiness.

Prohibits the entry into commercial or industrial performance contracts for military installations if there is a substantial likelihood that performance of such function by the contractor would have a significant adverse effect on the ability of the commander of such an installation to meet mission requirements to be performed by civilian personnel.
