Amends the Federal Mine Safety and Health Act of 1977 to require the Secretary of Labor to conduct a compliance assistance visit to a coal or other mine within 15 days after receiving a request from a mine operator in order to provide assistance in the identification of hazards at the mine and advice on ways to correct them.
