Authorizes the Secretary of the Navy to furnish routine port services at no cost to naval vessels of a friendly country when such services are provided reciprocally to visiting U.S. naval vessels. Requires such services to be furnished through working-capital funds of the Department of Defense and reimbursed by any operating funds available to the Navy.
