A bill to amend section 7227 of title 10, United States Code, to provide for the furnishing of routine port services at no cost to naval vessels of a friendly foreign country when, by agreement or custom, such services are provided reciprocally to visiting naval vessels of the United States.

Authorizes the Secretary of the Navy to furnish routine port services at no cost to naval vessels of a friendly country when such services are provided reciprocally to visiting U.S. naval vessels. Requires such services to be furnished through working-capital funds of the Department of Defense and reimbursed by any operating funds available to the Navy.
