Allows the Secretary of the military department concerned, in determining the amount of space programmed for medical facilities for members, retired members, and their dependents, to take into consideration: (1) teaching and training requirements; (2) cost effectiveness to the government in comparison to medical care alternatives; (3) estimated demand for such space; (4) availability of staff for such space; and (5) areas having a large concentration of retired members.
