Summary

Authorizes any State or local government election agency to send free of postage: (1) absentee ballots; (2) voting instructions pertaining to such ballots; and (3) envelopes for returning ballots. Permits any person casting an absentee ballot to return it to the agency postage-free.

Provides that this Act shall not apply to mail transmitted under the Federal Voting Assistance Act of 1955 or the Overseas Citizens Voting Rights Act of 1975.
